If you want to vent, this subforum isn't the right place for that.
If you want an effective solution, it is to your benefit to provide more detailed specifications.
"Cool" is a very subjective term and can be interpreted very differently by different people.
What might help is if you can provide references/examples of existing navigation bars which you find "cool".
Otherwise, designers would have to invest a good deal of time going back-and-forth with you to determine what exactly it is you are looking for - unless you're willing to pay for consulting hours, this time investment makes you a less attractive customer for them.
Not saying you can't still attract designers this way, but you're much more likely to attract ones who are desperate for work - just think about it, why would someone invest hours of their time into unpaid work (communications and determining specifications) in exchange for a chance at landing some paid work (the actual design work) if they already have a steady flow of customers/work?
