What I want should be simple and take a good designer who knows and understands Shopify and liquid a total of an hour.
You're severely underestimating the work required here - especially since you're hoping to have that integrated with the current theme.
If you must have the mobile theme contact Shopify and ask to be put on a legacy account type that supports mobile. Then you can install whatever mobile theme you like.
