Shopify Expert Did Not Complete Job and Now MIA by Tez H.

I hired a Shopify Expert to make changes to a new theme and paid him via PayPal 12/3/2015. After several email exchanges and a lot of persistence on my part he began the job early January. A week later he asked me to check the theme but there were several things not yet complete that was in my original request. Weeks go by again and even though he said he would do it and blamed the delay on personal matters etc, it is still not done. I have sent three emails in the last week and no response. I am unable to wait any longer and will look to hire another expert to complete the job. I have since deleted this expert from accessing my site.
 

I have contacted Shopify but they are not able to do anything for me except note the complaint. Has anyone else had problems like this and is there anything I can do to have a portion of the money returned to me as the job was not completed? I did pay via PayPal and am considering filing a complaint. I also wish I could rate the expert but I couldn't find a place to do it although I did see several rave reviews so maybe the expert must send you a link to review.

I feel Shopify should take a better interest in their experts performance and prevent them from doing future jobs if they have not delivered as promised.

Any feedback would be greatly appreciated.
