If your using shopify's digital download process it is only through emails that customers get thier order url.
Otherwise you need to create a manual url(unlimited usage) and embed that in your customers/order.liquid template knowing that is basically a shareable url.
If this is undesirable you'll need another shopify app, if need be i could explore this further for you.
